The ruling class maintains power through fear and violence from "summary" of 1984, Animal Farm (Set of 2 Books) by Orwell George

In the world of Big Brother, fear and violence are the tools wielded by the ruling party to keep the population in line. The Party's iron grip on power is maintained through constant surveillance, thought control, and brutal punishment for any dissent. Citizens are taught to fear Big Brother, to fear the Thought Police, and to fear each other. This atmosphere of fear permeates every aspect of life, from the workplace to the home, from public spaces to private thoughts. In Animal Farm, the pigs use fear and violence to keep the other animals in line on the farm. Napoleon, the ruthless leader, employs a group of vicious dogs to intimidate and attack any animals who dare to question his authority. The animals are taught to fear the consequences of disobedience, whether it be starvation, exile, or death. Through a combination of physical violence and psychological manipulation, the pigs are able to maintain their power and control over the farm. Both 1984 and Animal Farm illustrate how the ruling class can use fear and violence to suppress dissent and maintain their hold on power. By instilling fear in the hearts of the population, the ruling party can ensure compliance and obedience. The threat of violence serves as a potent deterrent against any who would challenge the status quo. In this way, the ruling class is able to perpetuate their dominance and perpetuate their own interests at the expense of the masses.
