The delicate balance between security and freedom is a fundamental challenge for governments in the modern world. On one hand, governments have a duty to protect their citizens from threats, both foreign and domestic. This includes safeguarding against traditional forms of violence, such as terrorism and crime, as well as emerging threats like cyber attacks and bioterrorism. In order to fulfill this duty, governments often implement security measures that may encroach on individual freedoms.
