The delicate balance between security and freedom is a fundamental challenge for governments in the modern world. On one hand, governments have a duty to protect their citizens from threats, both foreign and domestic. This includes safeguarding against traditional forms of violence, such as terrorism and crime, as well as emerging threats like cyber attacks and bioterrorism. In order to fulfill this duty, governments often implement security measures that may encroach on individual freedoms. However, at the same time, governments must also respect and uphold the rights and liberties of their citizens. These include privacy rights, freedom of speech, and the right to due process.
