Institutional change is difficult but not impossible from "summary" of Why Nations Fail by Daron Acemoglu,James A. Robinson
Institutional change is a formidable challenge, as it involves altering established norms, rules, and practices that have often been in place for a long time. These institutions are deeply ingrained in society and can resist change due to the interests and power of those who benefit from the status quo. The inertia of existing institutions can make it seem almost impossible to bring about meaningful change. However, history has shown us that institutional change is not entirely out of reach. While it may be difficult, it is not an insurmountable obstacle. There have been instances where societies have managed to overhaul their existing institutions and pave the way for progress and development. These success stories serve as examples of the potential for change, even in the face of entrenched interests and resistance. One key factor that can facilitate institutional change is the presence of inclusive political and economic institutions. These institutions create a level playing field where innovation and entrepreneurship can thrive, leading to economic growth and development. Inclusive institutions empower a broad range of individuals and groups, making it easier to mobilize support for change and overcome opposition from entrenched elites. Conversely, societies with extractive institutions face a much harder time bringing about institutional change. Extractive institutions concentrate power and resources in the hands of a few, who have a vested interest in maintaining the status quo. These institutions stifle innovation and progress, making it difficult for reformers to challenge the existing order.- While institutional change is undoubtedly difficult, it is not an impossible task. By fostering inclusive institutions and mobilizing support for change, societies can overcome the barriers to reform and set themselves on a path towards prosperity and development. It is a challenging journey, but one that is well worth undertaking for the betterment of society as a whole.
