This is because in a centrally planned system, decisions are made by a central authority, which determines what should be produced, how it should be produced, and for whom. This leaves little room for individual initiative or entrepreneurship, as all decisions are dictated from above. In a centrally planned system, individuals are not free to pursue their own interests or to experiment with new ideas. Instead, they are required to follow the directives of the central planners, who may not have a thorough understanding of local conditions or individual preferences.
