In order for a society to function properly, it is necessary for there to be a sovereign with absolute power. This sovereign must have the authority to make and enforce laws as they see fit, without interference from any other source. This is because without a central authority figure with ultimate power, there would be chaos and disorder within the society. The sovereign must have the power to control all aspects of society, including the military, the economy, and the legal system. Without this power, there would be no way to ensure that people follow the laws and behave in a way that is beneficial to the overall well-being of the society. The sovereign must be able to punish those who break the laws and reward those who follow them, in order to maintain order. If the sovereign does not have absolute power, then there is a risk that competing factions within the society will try to seize power for themselves. This would lead to civil war and strife, as different groups fight for control over the government. Only by having a sovereign with absolute power can the society be kept stable and secure. While it may seem harsh to give one person so much power, it is a necessary evil in order to maintain order within a society. Without the sovereign having absolute power, there would be constant conflict and instability, which would be detrimental to the well-being of the people.
