In a state of nature, individuals are in a constant state of war, with every man against every man. This condition of war arises from the natural human desire for self-preservation and competition for limited resources. Life in such a state is solitary, poor, nasty, brutish, and short. It is a condition of constant fear and insecurity, where individuals have no rights or security. To escape this state of nature, individuals enter into a social contract with one another. This social contract involves giving up some of their natural rights and freedoms in exchange for security and protection. By entering into this contract, individuals create a sovereign power, which is tasked with ensuring peace and security within society. The sovereign power, whether it be a monarch, a parliament, or some other form of government, is responsible for maintaining law and order, protecting citizens from external threats, and resolving disputes between individuals.
