Addressing symptoms without understanding causes is ineffective from "summary" of Thinking in Systems by Donella Meadows

When we try to solve a problem by only addressing its symptoms, we are essentially treating the surface of the issue without delving into its root causes. This approach may provide temporary relief, but it is unlikely to lead to long-term solutions. Without understanding the underlying drivers of a problem, we risk perpetuating the same issues or even making them worse. By focusing solely on symptoms, we miss the opportunity to see the bigger picture and identify the systemic structures at play. Systems thinking teaches us to look beyond the immediate manifestations of a problem and consider the interconnected elements that contribute to its existence.
