The Laffer curve is a graphical representation of the relationship between tax rates and government revenue. It suggests that there is an optimal tax rate that maximizes government revenue. The curve is named after economist Arthur Laffer, who popularized this concept in the 1970s. At very low tax rates, government revenue is obviously zero because no taxes are being collected. As tax rates increase, government revenue also increases because more taxes are being collected from individuals and businesses. However, at a certain point, increasing tax rates further can actually lead to a decrease in government revenue.
