The Vice President of India is the second-highest constitutional office in the country. Unlike the President, who is the head of the state, the Vice President is the ex-officio Chairman of the Rajya Sabha. The Vice President is elected by an electoral college consisting of members of both houses of Parliament in accordance with the system of proportional representation by means of the single transferable vote. The election of the Vice President is held in accordance with the system of proportional representation by means of a single transferable vote. The Vice President holds office for a term of five years from the date on which he enters upon his office. The Vice President may be removed from office by a resolution of the Rajya Sabha passed by an effective majority and agreed to by the Lok Sabha. The Vice President may also resign from his office by writing to the President. In the event of a vacancy in the office of the Vice President, the Deputy Chairman of the Rajya Sabha performs the duties of the office until a new Vice President is elected. The Vice President performs functions similar to those of the Chairman of the Rajya Sabha. He presides over the sessions of the Rajya Sabha and maintains order in the house. In the absence of the Vice President, the Deputy Chairman of the Rajya Sabha performs the duties of the office. The Vice President also acts as the ex-officio Chairman of the Indian Institute of Public Administration and the Indian Council of World Affairs. The Vice President does not have the power to summon or prorogue the Rajya Sabha or to dissolve the house. However, he has the power to adjourn the house or to suspend the meeting in case of disorder or for any other reason. The Vice President also has the power to regulate the procedure of the Rajya Sabha and to interpret its rules of procedure. The Vice President is an important constitutional office in the Indian political system. He plays a crucial role in the functioning of the Rajya Sabha and performs various functions related to the conduct of proceedings in the house.
