Threetier Panchayati Raj system from "summary" of Indian Polity by M. Laxmikanth

The Three-tier Panchayati Raj system is a pivotal feature of local governance in India. It is a system where the administration of rural areas is carried out through elected representatives at three levels - the village level, the intermediate level, and the district level. At the lowest level, we have the Gram Panchayat, which is responsible for managing the affairs of the village. This includes implementing various rural development programs, maintaining public infrastructure, and resolving local disputes. Moving up, we have the intermediate level known as the Panchayat Samiti or Mandal Panchayat. This body oversees a group of villages and coordinates development activities in these areas. It acts as a link between the Gram Panchayats and the district administration, ensuring that resources and policies are effectively implemented at the grassroots level. The Panchayat Samiti plays a crucial role in decentralized planning and budgeting, ensuring that local needs and priorities are taken into account. At the topmost tier, we have the Zila Parishad or District Panchayat. This body is responsible for coordinating development activities across the entire district. It also plays a key role in monitoring the performance of lower-level Panchayats and providing them with necessary support and guidance. The Zila Parishad acts as a platform for discussing district-level issues, formulating development plans, and allocating resources in a transparent and participatory manner. The Three-tier Panchayati Raj system is designed to promote grassroots democracy, empower local communities, and ensure effective delivery of services in rural areas. It provides a platform for ordinary citizens to actively participate in the decision-making process and hold their elected representatives accountable. By decentralizing power and resources, this system aims to bridge the gap between the government and the people, making governance more responsive, inclusive, and transparent.
