Rajya Sabha, or the Council of States, is the upper house of the Parliament of India. It is a permanent body and not subject to dissolution, unlike the Lok Sabha, which is the lower house. The Rajya Sabha represents the states and union territories of India and serves as a forum for the discussion of matters of national importance. The members of the Rajya Sabha are elected by the elected members of the Legislative Assemblies of the States and Union territories in accordance with the system of proportional representation by means of the single transferable vote. The allocation of seats in the Rajya Sabha to each State and Union territory is made on the basis of population.
