Rajya Sabha, or the Council of States, is the upper house of the Parliament of India. It is a permanent body and not subject to dissolution, unlike the Lok Sabha, which is the lower house. The Rajya Sabha represents the states and union territories of India and serves as a forum for the discussion of matters of national importance. The members of the Rajya Sabha are elected by the elected members of the Legislative Assemblies of the States and Union territories in accordance with the system of proportional representation by means of the single transferable vote. The allocation of seats in the Rajya Sabha to each State and Union territory is made on the basis of population. The Rajya Sabha is a continuing body, with one-third of its members retiring every two years. The members are elected for a term of six years. The Vice-President of India serves as the Chairman of the Rajya Sabha. In his absence, the Deputy Chairman presides over the proceedings of the house. The Rajya Sabha plays an important role in the legislative process of India. It has the power to initiate and pass legislation on matters of national importance. It also has the power to amend or reject bills passed by the Lok Sabha. The Rajya Sabha acts as a check on hasty and ill-considered legislation passed by the Lok Sabha. The Rajya Sabha also functions as a revising chamber, reviewing bills passed by the Lok Sabha and suggesting amendments or changes. It provides a platform for a detailed discussion and debate on important issues affecting the country. The members of the Rajya Sabha bring diverse perspectives and expertise to the table, contributing to a thorough examination of legislative proposals.
