Societies may still face challenges in achieving liberal democracy from "summary" of End of History and the Last Man by Francis Fukuyama

The idea that liberal democracy represents the endpoint of mankind's ideological evolution is not without its challenges. While it may be true that liberal democracy has emerged victorious in the battle of ideas, the actual implementation of this system in practice remains a complex and often messy endeavor. One of the key challenges that societies face in achieving liberal democracy is the presence of deeply ingrained cultural and social norms that may be incompatible with the principles of liberal democracy. In many parts of the world, traditions, customs, and beliefs that have been passed down through generations may clash with the core tenets of liberal democracy, such as individual rights, equality before the law, and the rule of law. Furthermore, the process of democratization itself can be fraught with challenges. Building the institutions necessary for a functioning liberal democracy, such as an independent judiciary, a free press, and a vibrant civil society, takes time and effort. In many cases, societies may lack the resources, expertise, or political will to successfully establish these institutions, leading to a breakdown in the democratic process. Another obstacle to achieving liberal democracy is the presence of powerful vested interests that benefit from the status quo. Elites, whether political, economic, or social, may resist efforts to democratize society, as they stand to lose their privileged positions in a more open and transparent system. This resistance can manifest itself in various forms, from outright repression of dissent to co-optation of democratic institutions for personal gain. In addition, the global context in which societies exist can also pose challenges to the establishment of liberal democracy. Economic inequality, political instability, and external interference from other states can all undermine efforts to build a liberal democratic system. In some cases, external actors may actively work to subvert democratic movements, either out of self-interest or ideological opposition to liberal democracy.

However, despite these challenges, the desire for freedom, equality, and justice that underpins liberal democracy remains a powerful force in shaping the trajectory of human history.
