The South Vietnamese government was mired in a quagmire of corruption and incompetence. The leaders in Saigon were more concerned with lining their own pockets than with governing effectively. They used their positions of power to enrich themselves and their cronies, while neglecting the needs of the people they were supposed to serve. This culture of corruption permeated every level of the government, from the highest officials to the lowliest clerks. The consequences of this rampant corruption were disastrous. The government was unable to provide basic services to its citizens, such as education, healthcare, and infrastructure. Public funds were siphoned off into private bank accounts, leaving little money for essential programs.
